Abstract

The model proposed in this book is based on an integrated approach to the financial health of local authorities, built on a three-part framework: viability, flexibility, and vulnerability. Each dimension is measured by three complementary indicators, for a total of nine indicators grouped according to their analytical function. This structure makes it possible to link budgetary rigor, management capacity, and structural exposure to risk.

Christophe Providence

Christophe Providence is a professor at the University Institute of Sciences (IUS) in Port-au-Prince, Haiti. His research focuses on public governance, local government finance, policy evaluation, and decentralization reforms in fragile contexts. This book is part of an applied research and strategic management approach for local authorities, linked to the activities of the IUS's Center for Scientific Research (CRS).
