Coopération régionale et intelligence territoriale : vers un écosystème caribéen intégré

Abstract

This chapter broadens the analysis to a regional scale, advocating for cooperation as a prerequisite for consolidating Francophone entrepreneurial ecosystems. It identifies the challenges of pooling educational, institutional, and entrepreneurial resources to reduce redundancy, strengthen pedagogical sovereignty, and structure sustainable support networks. The chapter emphasizes the strategic role of universities as territorial hubs, capable of fostering horizontal partnerships and recognizing often-overlooked innovations. Three scenarios for convergence between islands are proposed: symbolic convergence (reconnecting collective imagination), pedagogical convergence (pooling knowledge and tools), and strategic/institutional convergence (building cooperative governance of support). The central argument is that territorial intelligence must be distributed, cooperative, and geared towards collective learning to make support more resilient to the region's structural constraints.
