Abstract

Establishing a shared understanding among all stakeholders involved in setting and achieving development goals in Haiti has proven to be an elusive task. Indeed, efforts to identify strategic and coordinated ways to better meet the needs of vulnerable populations have, to date, yielded only short-lived results. Many policy initiatives have focused on social protection and promotion mechanisms, collective and/or individual survival strategies, and scenarios addressing food and nutritional security. Among these mechanisms, cash and in-kind transfers have long been highly sought-after solutions in Haiti. This analysis examines the need to evaluate the performance, effectiveness, efficiency, and actual impact of transfer operations funded by institutions and adopted by successive government administrations. At the outset, one must ask: is this approach a form of survival strategy, or a symptom of flawed development?
