Abstract

This study is based on Christophe Providence's nesting theory to analyze the effectiveness of Health Information Systems (HIS) in the commune of Carrefour, Haiti. Through an exploration of the interactions between technical, social and organizational dimensions, it identifies barriers to electronic medical record (EMR) management and proposes integrated solutions. The legal framework for the protection of medical data was reviewed to identify gaps in existing regulations, while backup and continuity strategies in the event of incidents were highlighted as crucial to the sustainability of services. The results reveal significant data fragmentation and challenges related to interoperability, infrastructure and training. By mobilizing a methodology inspired by nesting theory, this research offers strategic recommendations to align local practices with international standards.
